[Imperial Edition] Problems mixing Races and Alliances

As I understand it, with the Imp Ed I should just be able to click on any alliance and any race and play it (e.g. Ebonheart Pact -> Khajiit). This seems to be way harder than expected. Any tips? What am I doing wrong?

    With the Imperial Edition, you can pick any faction for your Imperial race. The any race/any faction thing was part of the Explorer pack, not the Imperial Edition. That was a preorder incentive.
