Ok, so we all know the insane levels of speed bugging out single target abilities/melee skills was an issue.
ZOS in their wisdom hit swift for a 40% nerf and then proceeded to decimate any form of movement speed buff, forcing more castings and much more need for skills like Forward Momentum and Shuffle (a weapon skill and an armor skill, because that TOTALLY doesn't pigeonhole people to play one way)....
Or you can go vamp and use mist form (play your way is so diverse right?)
Anyway, it's been well documented that an issue caused by this is the "permasnare" that has been commonplace in Cyrodiil in many previous patches. Why so many toons ran vamp and mist was because of this.
My suggestion is to revert the expedition skill changes, put swift in gold to 5% each but add a snare effectiveness reduction on to the trait (like the Ranger's set has). Maybe a 10-15% reduction per piece at gold so as to make snares 30-45% less effective as a tradeoff for the stats you lose out on.
This makes them still useful for the most likely to get snared (read as slower) classes who don't have efficient ways to reduce or remove snares so easily.
Classes and builds which can clear snares more effectively then have more choice as to clear them or let them the snare run off if the reduction isn't too bad.
Unless of course you want to give us a Universal skill with a mag and stam morph that removes snares?
