Wait how does a play-for-free player have any leverage here?
There's no trade off to offer, really. Keep them wanting to pay, and give all paying subscribers unlimited space. Hell I'd say make a premium subscription option for the infinite bank space. But if the trade off is giving freebies infinite craft bag space, HELL NO!

No one here is playing for free. Everyone's purchased at least the base game.
This is assuming the person has the max amount of toons allowable, and all toons have their inventory maxed. Either way, Monster sets alone take up 204 spaces, assuming you only need one set of each in heavy, medium and light. Then there is seige for Cyrodil, which doesn't stack, so that takes up a ton of room. Then there are crafting surveys, maps, master writs, weapon and armor sets, collectibles, potions, foods, sets of training gear for leveling up new toons, stacks of key shards, stacks of soul gems, stacks of lockpicks. If someone is fully and actively playing the full range of this game, it is unbelievably easy to fill up that inventory.
I learned to live without it. You can have your own guild bank for matz and additional storage in houses. Once a year put everything in the bag when eso+ is free. Don't store set pieces that are not div or impen.

Oh, btw, you can't really have "unlimited" inventory of any kind, be it bank, character, crafting bag, etc. One has to take into account the face that the storage space for the megaservers isn't infinite itself. There has to be a limit of some kind.
No, ESO+ would lose a LOT of subscribers, but bank space needs to be upgraded soon, I would suggest.

I'm sure the dev team would love to solve the riddle of "how do we give our players INFINITE BAG SPACE without the servers melting down trying to parse INFINITE ITEMS?

- Take away the pack merchant gold sink
- Give all players 200 slots on each character.
- If anyone needs more than 200 slots, then tell them to *** off.
