Why not? They add features to the game all the time while leaving bugs in the game, sometimes for years. And as far as features go this seems truly pointless, how many people are running around in game in there bare feet?

all of us stealthers want to "move silently"
Muffle provides a multiplier equal to (1 - Total_Muffle_Magnitude) to your total worn armor weight when calculating the noise made by armor, meaning at a magnitude of 1.0+ your armor makes no noise whatsoever.
Enchanting
You can learn how to enchant custom items with Muffle.
Boots of Muffling
Illusion:
since ESO does not have a muffle skill nor any illusion skill line then adding sounds to our feet would destroy completely all forms of stealth as people would instantly know we are nearby.

then a skill line of illusion including muffle should go along with it to compensate.
if not then the complaints about invisibility as well as stealth should forever be ignored on this forum.
