Why did Zos make city guards immortal?

It’s really not fair. Why can’t we kill them?

I think they’re morals are quite upstanding myself. Sure you have your corrupt few but they’re few and far between.

EDIT: OP fixed his typo. It was originally ‘immoral’.

Would being able to rob and kill an entire city without any consequence be fair?

Back when they were preparing the justice system they originally intended a open world pvp element where other players could act as guards or bounty hunters to exact justice against criminal players. But they scrapped that idea for the justice system when worries about player griefing were raised. Thus, guards are immortal to keep entire city populations from being massacred. There have been videos where a huge group of people tried killing a guard and got them to 0 hp but it didn't die. Wound up using a one hit kill move against everyone aggroed against it called Riot Control.

All that aside, it's fairly easy to avoid and/or escape the guards. Especially at higher levels.

City guard is the only type of law enforcement in the game if they were removed I wouldn't see any challenge from criminal activities.

LOL well in that case, they’re immortal so groups can’t just roll through a town, kill all the guards and steal and murder without challenge.

Might be too low leveled or not geared properly. It's pretty easy to lose them if you can break line of sight by running up a platform and jumping down. Hiding under bridges like the ones in Riften are good too. At least, that's worked for me. Just a matter of practice.

I always equip Retreating Maneuvers when I steal. As long as I'm outdoors, that's always enough for escape.

This. And also, invisibility potions. Might not help in some situations where guards can cast the ability to suppress invisibility but should help put some distance between you and them. And theres also the escape potions to increase speed to outrun the guards.

Are you leveling up Legerdemain skill line as well? Reduces the amount of gold you have to pay willingly to clear bounties. Can be a pain to level but if you steal everything that isn't tied down and max out how much you can fence stuff it can level a bit faster.

You're saying that you'd prefer to die a longer/slower death?

If you've picked a lock or laundered or fenced stolen goods it unlocks automatically. Levels based on picking locks, fencing/laundering, and I believe picking pockets, but I hate the pickpocketing in this game so, I seldom ever do it outside of quests that require it.

If you go on a stealing spree, look for blue quality items to fence. You get more gold for them, so you might as well make more gold while leveling your legerdemain.

You used "they're" in place of "their" while trying to call someone else out on a typo. That's funny. Extra edits incoming...

I cant think of one time i was happy there was a guard on a city keeping the peace.

The guards are the fun ones to pickpocket.
And their dialogue after discovering their pocket is lighter is cute.

...so whole guilds wouldn't just wipe out a cities guard force and then crime without consequences? While leaving the immersion dead in the streets?

Personally I think there could have been better ways... I would have preferred the guards being mortal (maybe like the guards in cyrodil), but fire off a super-special "Arrest Criminal Scum" spell at 50% health that wraps the evildoer attacking them in unbreakable chains to be carted off to their well deserved fate.

    ...

Not that criminals get much of a well deserved fate in Tamriel, not vestige criminals anyhow... after all, elder scrolls justice is often short and swift and brutal, but... eternally respawning vestiges are not fazed by stuff like:
    Stop_b7e4cb_1063655.jpg
...and thus just pop right up again, which is why I for one would prefer punishments that players might actually fear, but... I posted that already: https://forums.elderscrollsonline.com/en/discussion/384538/for-great-justice/p1 ;)

I would more wish for the originally-planned-but-then-sadly-scrapped PvP part of the justice system, so anyone who was annoyed at that sort of thing could just PvP the criminal scum themselves, but... alas... paths not taken.
