Let's say you have a 1/200 chance of getting a piece but that's out of the total number of people also grinding for it at the same time so it's more like 1/2000 chance of getting one making it even longer and seem like a cooldown.
Why take the time and effort to program in a cooldown, with potential exploits when it breaks, when you can just use easy established RNG numbers to make it take a really long time anyway?
That's a no-brainer; you wouldn't code in a cooldown because it is too risky and unnecessary.
