Problems with mage guild quest line

Hi guys
I am having some trouble with the 3 quest in the mages guild, called "Simply Misplaced". I have done some research and it says:
"Acquired near the Mage’s Guild in Skywatch once you are close to the appropriate level. This quest will continue in Grahtwood".
The problem is that I never got the quest when I were close to the Mage's Guild. My brother and his friend got the quest right away. And they were both lvl 10 at that time. Now im sitting at lvl 14 and I still dont have the quest.
Anyone having the same problem as me and might have fixed the problem?

Shalidor appears next to what ever mages guild you're near at the time, you've obtained the required ammount lore books. I picked that quest up in Grathwood in the mages guild
I also looked in skywatch ( this was back on Sunday lol). So go to the Mages guild in Grathwood ( elden root area, near the throne room ) Brave New World.0 -

Yep, as long as you have enough lore books. The npc should be right outside of the mage's guild to continue on.Sakura Rose - Imperial Templar - Daggerfall Covenant
