There are many unique rewards that drop after the completion of an overland quest or dungeon. I’d like to emphasise that these items are account bound. But there is something which has bothered me since day 1 of ESO.
Why are quest completion rewards bound to the level the character was in during the completion of the quest ?
This just means that your characters can no longer use that item when it levels. Those items depreciate in value as you level and eventually they end up getting deconstructed or researched.
Also, all of these quests are not repeatable on the same toon. So there is NO way for the same character to get the item back at a later level. Essentially one has to make another character, grind it to the level needed (mostly cp160) and redo the quest. This makes no sense to me.
There is an easy fix to this - Make quest completion rewards, which are already bound to account, also scale to character level. (Similar to scaling done on some potions which are level independent like Witchmothers...)
The only potential issue I can see here is with deconstruction of these items. Yes, if items scale to level they will lead to different materials when they are deconstructed. However I would like to point out that these items constitute less than 10% (guess) of all item drops in the game, so if one wanted to save level 20 items to deconstruct for level 20 mats he/she may still do that for the usual drops I.e. not-account bound non-quest specific drops.
