The new goal for ZOS seems to be to reduce the ability to be self-reliant. The nerfs achieve that in a way because where you could be content with the return of these sets before, a group member can now provide better alternatives. ZOS really hates solo players, or at least that’s my observation.

I don't think it's about solo players, so much as mono-class runs. The trending towards, "we need 8 magblades" is something they're trying to shut down.
