Balorgh Not Working [PTS 4.2.2]

Balorgh: Fixed an issue where some Ultimates were not working with this item set.
Note: Overload still should not proc Balorgh.
I have taken the liberty to fix this patch note, @ZOS_GinaBruno .
Just tested on PTS (hitting a target dummy), Balorgh is not working at all.
You get the buff icon after using an ultimate, but weapon damage doesn't go up and damage doesn't increase.

AlcastClass RepresentativeI wonder what makes it so difficult to get this working as it should? It is like the 4th time they try to fix this monster set and it still does not work as intended?
I hope they can get it fixed for good till the patch goes live
