I agree, It doesnt really make much sense to me. Shields have always scaled off of Max Magicka, Right? Whats with the health cap all of a sudden? If they think shields are too strong and need a change, Fine. But there are better ways of doing it than what they have presented so far on PTS.

Depends on the shield,
Harness Magicka and Conjured Ward have always scaled with Magicka
Dragonknight and Templar's class shields (too lazy to recall names at the moment) and the one in Undaunted scale with Health stat tho

It cost magicka to use shields (in most cases, 80% other than things like bone shields ect) and yet some players seem to have shields up 100% all the time during combat in pvp and against several players, never run our of magic, using light gear for the added bonus, and still have magic to use destro staff abilities and zip away multiple times **like several**. Just how much magic can one person legitly have?
Am I missing something?

With yet another nerf to Obsidian Shield, that "shared" shield will be worth less than a fart in the wind, even with some points in Bastion.
In the CP tree, You can currently use Bastion to upgrade your shield strength...Is that still gonna be a thing? Will it change now that they are capping shields at a certain health percentage?

I def should have been more specific, Im thinking about sorc shields (ward and harness magicka)
Is there a previous example where ZOS has made a change that completely negates a CP option such as they have done with bastion? Currently in PTS bastion does nothing as hitting the cap is very easy without CP. I’m every scenario I can think of putting points into a cp tree yields some benefit. This would be the first case that I am aware of where putting points into a particular tree yields 0 results or change. This would set an interesting precedent that ZOS could use for future skill “adjustments”.
