And access to the game is access to all the base game content. All base game, non-event content is paid for by the base game purchase. All DLC content is paid for by DLC purchase.
It isn't some event item they are adding for no reason at all that you could own even if you did nothing. It is base game content and there is an action required of you to get it. They are essentially incentivizing you to act contrary to your normal use.
Its an incentive for doing an activity, not a random free gift.

As for soul gems and repair kits, those need to stay as well. New players with no soul gems or little gold need those items. I have rezzed several low level players during the past week while running daily delve quests so there is definitely to remain.

Honestly, most of the 'general' items in the daily are useless for someone. AP & Telvar stones? For someone who doesn't PvP, those are the only ones they'll ever have.... and can you do anything useful with less than 50k of them? (serious question, I've no idea. I just keep seeing the thread about the Golden selling stuff for 500k AP, and saw the motifs on the BG vendor. And with just the daily reward AP, it'll be quite awhile before my Stam char gets Vigor). Poisons, for the guy who doesn't use them? Meh. Yeah, the soul gems aren't great for those of us vendoring stacks of charged gems every couple weeks. Mimic stones, for the person who isn't crafting. 500 gold, for the trader who has 40mil. Etc, etc, etc.
It's all garbage to someone. But it's supposed to be - it's the filler rewards. They're not going to make them all perfect for you, and they're definitely never going to let you exchange them for crown gems.
