Well its better than nothing...We all know something had to happen to shields and they would not revert nerfs completely...It'll be interesting to see what people do with their CP now and what builds emerge.

This is the kind of damage the mobs are doing in the new Blackrose Prison on vet. This isn't damage from bosses. These aren't special abilities or mechanics. These are just the standard attacks by standard non-boss enemies. Three hits, each doing over 8K, in the span of 1.1s:
40%-of-health shields is fine if all you do is base game content. But for true endgame content--whether that be competitive PvP or vet DLC trials and dungeons--the 40%-of-health is downright insulting and shows us just how out of touch ZOS is.

I regularly see comments like this about combat changes and I don't get them: in an ideally balanced system shouldn't you die when outnumbered?

It's huge nerf , I would rather pick 1 second cast time .

Fast horses arnt really needed in trials (nice to have in a few), therefore nerf horse speed in PvP back to zero...

Definitely will fix shield stacking.
40% of 20k Health would be 8k. Still. It will limit the ability to just mash out massive shields without warning.
