I would like to make sure I know how this will work. They increased block mitigation to 36 percent. So if I am blocking with my ice staff, I will mitigate 86 percent of incoming damage?

No, most mitigation % bonuses are multiplicative. I would expect that this works as 50% X 64% = 32% taken or 68% mitigated.
