Light armor Magicka Nightblade wearing 5 light, 1 heavy, 1 medium = 4.5% reduction to base speed
Medium armor Stamina Warden wearing 7 medium = 10.5% reduction to base speed
Heavy armor Magicka Dragonknight wearing 5 heavy, 2 light = 15% reduction to base speed

A person is wearing 2 swift rings to get a speed boost of 20% is usually sacrificing 2k stam/mag/hp from their build. and when someone is running away from you, they don't hurt you. If you don't have the the speed to chase them, you don't have to. Just go about your business. What will they do? Throw a rock at you while running at 40 kmh by you?
If you want to chase that person and kill them, wear 2 swift rings yourself while sacrificing some of your potential max stats. It's naturally balanced that way.
Have a hard time targeting someone running around you so fast? Blame cyrodil lag and the targeting system. and try to tab target more. it makes things easier.
One of the only reasons that makes ESO's combat unique and fun is the fact that its fast paced. Swift just enriched this fact and made more build diversity possible. Please don't fix things that are not broken. Thanks

There is no diversity when everyone is running Swift jewelry.
I created this thread because I don't want to see Swift jewelry nerfed. I like it! I'm just trying to not watch it get stomped into the ground because some people want it directly nerfed.

Respectfully, I don't agree with either of these assertions so I can't really support the proposed remedy either.
Usually it's magica builds that streak out of range in my experience, but I don't even mind that. Every build can contain options for escaping when things get tough. I think slowing down player movement, especially when mounted, isn't a great idea to be honest.

If I wanted to be more resistant to attack and sacrifice my burst, I can do that by wearing all heavy. I’m going to say no, swift jewelry is just a decision made by someone to complement a part of their build while sacrificing another.
If they are running swift it means they aren’t running infused or max pools.

There are always options, such as light Fortified Brass. That will give substancial resistances to shields, helping them last longer.
Also funny that you want to make PvP like for magicka even more challenging next patch. One too many magsorcs get under your skin? My healplar has been in heavy Seducer's for a long while, because they get focused and have potato mobility. What you are suggesting would make them all but unplayable in No CP. That would be the case for others as well.

I'm not sure what MagSorc "getting under my skin" specifically has to do with this. Please keep it constructive. And this would be a buff to light armor MagSorcs.
I disagree with Heavy Armor builds being very slow and bulky. I run a Magicka NB, Magicka Templar (in Seducers too), a Magicka Warden, and a Magicka DK in PvP all with 2 pieces of Swift jewelry.
With these changes I would still get a 3.5%-5% speed buff, not a nerf.
