Does the shield changes only affect players in the upcoming patch ?

Like stated in the title, will the new resistance buff's from shield resistance affect npc's and in game bosses. I am thinking like first boss VMol, The shield phases may be harder if the resistance is added with the shield.

what resistance? in most vet trial grps most bosses shouldnt have any resistance after proper pen, particularly a stack and burn boss like zhaj.
