Okay, I'm starting to think this might indeed be rigged. Seems like no matter if everyone who ever owned ESO did this achievement, it would still say 47%.
I see them giving out the house. To fail to do that would hurt them too much.
Also, who said that the meter was an accurate representation of how many people have the achievement? They could just be "building suspense" by moving the needle slowly.

The 100% completion goal on the Summerfall Event progress meter is a goal-post we set when designing this event that we believe our players have a high likelihood of reaching. We want our players to have fun with this event and successfully earn all three event rewards, and we chose a goal with that in mind.
While we aren’t disclosing numbers, we can confirm that “100%” does not mean 100% of all players who own ESO or even ESO: Summerset.
It's simply a mathematical return on known data. Initially, of course you'll get a boost...because the system has to register everyone who already bought it. Then, it should, decline in percentages thereafter. Which is why I was a little surprised to think everyone was under the impression we'd get to 100 in a few days or so.
I have saved crowns for that Psijic Villa, so if it doesn't become available for free from this event, I really, really hope that they make it available on the store. I want that manor.
