I do not understand, could you explain why it is a bad trade off?
Why would I use that skill on my tank when he's a stamina character and magicka return does absolutely nothing for him? The only use I see for the skill is if I made a magicka frost staff tank. Even then, the health cost just makes me shake my head and go "yeah, no... I'll just heavy attack, thanks."
Why would I use that skill on a magicka character and risk killing myself when I could just heavy attack to get resources back?

You have to remember that on the vast majority of tank builds our Magicka is where almost every ability comes from. Stamina is for blocking, taunting, and maiming. That's about it. The staff heavy is so ridiculously slow that it's a terrible choice mid combat, so we need a better way to get Magicka back. Most tanks are also DKs, and Balance gives us the Major Resolve and Ward for far longer than Hardened Armor does.
Losing around a sixth of our health to get back around a fifth of our Magicka is a trade off most tanks can easily make.
