    Don't like the district flags
    The Flags. 100% the Flags
They offer a redundant buff to Tel Var gain and absolutely nothing else of value. They killed the 1 good thing about IC and that was the instant battles that you could take part in without load screens. It didn't matter how many Tel Var you lost/gained, it was all about fighting against others in large scale fights without death being an issue. You could instantly spawn right back into the action without any problem and best of all, no horse simulator to slow the pace of it.

Everything else is completely redundant since there's little incentive in IC as it currently is. Tel Var are near worthless outside of Alchemy mats and Hakeijos, the Skin and Pet from Molag Bal are meh (pet has pretty much lost all value at this point), and key fragments don't have the same value anymore now that Olorime replaced SPC and Trinity Jewelry is given out from Random Duty. Fighting is all that is left but Flags really don't let you have that at all anymore.

Get rid of flags and I'd be happy

I don't like PvP in general. Battle Ground is the only pvp activity I can tolerant because it's fast. 15m each match and you get up 10s after you die and hop right back in playing. Lesser riding, lesser lag and disconnect. And even if you lose the AP is decent.

IC topic wasn't the thing untill the event. Suddenly we have thousands of experts about "what to do with IC?", ideas like making IC completely PvE zone or getting rid of Tel Vars loss on death are all coming from PvE base. How about NO? Stick to your PvE zones and leave the ONLY PvP zone beside of Cyrodiil alone. If you don't like high risk/high reward mechanic don't get in there that's all. Me and many else have pretty good time running around IC since it came out.
I'm done with this game because of ZOS pushing us into Vengeance, because they don't know how to fix Cyrodiil.

Trying to pve and pvp at the same time argh.

My pvp character takes so long to traverse the sewers i once spent 45 min traveling from one side to the other and doesn't do consistant enough damage to fight the pve bosses. They are indexed into burst.. you know to gank players who are pveing for thier tel var.

My pve characters are not set up to pvp, well my tank and healer had to for warhorn but pveing on a tank is torture and my healer doesn't have dps gear let alone pvp gear.

Also this event i just couldn't find anyone in my guilds that was participating that was also in my alliance. It is so rare to find anyone in ic willing to group. I found a pair during mid year but all they wanted to do was ap farm but i want to finish the quests at some point.

    Don't like PVP in general
The only pvp I like is Battlegrounds because it’s the closest to a fps like TF2.

If it wasn’t for the pvp aspect I’d be in IC all the time. I love the atmosphere and I love the roaming bosses especially the ones in the sewers with their ominous heartbeat.its really well made but I can’t enjoy it. I’m always watching my back instead of appreciating the art.

Like others have pointed out, the ride to the sewers is tedious. The Capture the Flag dynamic is clunky, the space is too spread out. I can flip district flags by myself on a pve healer so it’s not that it’s difficult, it’s just so unnecessary.

The battle over flags is boring. The NB gankfest is boring. There's nothing to do but PVE farm or get ganked if you're not a NB. It's really a playground for gankers and zergs. If you didn't lose telvar through death it might be ok, but I probably still wouldn't go there unless I really had to. As it is, the only times I go there is on the midyear madness event where there are time-limited achievements to get, and then I hate it because there's no actual PVP, just ganking. Ganking people when they're half-dead from fighting mobs isn't PVP and takes no skill.

    No decent rewards
The problem is risk without reward.

You risk losing Tel Var stones and you cannot even buy something good with them anyway.
There are no good PVE drops apart from the skin that has a very low drop rate.
For the PVP aspect you hardly gain AP, there's no incentive to capture districts and the objectives are boring/one-dimensional.

I love ic great place to grind new characters amazing exp. Tons of gold to be made ornate items drop a ton, key fragments still worth good gold.

Also makes farming flowers 100x faster and better then farming them open world maps.

I also like the challenge of the enemy can jump me at any time but I have spent days down in the sewers and never get jumped.

I really cant think of one negative thing to say about ic. If its pvp players kill me then it's just a pvp thing and you dont like it and that's fine.

I hate getting lost and wandering around too. I only go there with friends who I can follow.

Also, its usually empty and boring aside from players wearing IP with some beastly stats, although I dont blame them 1 bit as I would do the same if I were motivated.

the lack of direct port there. Having to queue for Cyrodil campain, then if my faction doesn't own enough forts crossing half the map, to finially get to the place and hope that it hasn't been taken over by an opposite faction ganksquad... that's just too much trouble.
When you leave IC you end up in your base camp instead of at the sewer exit : why not make the entrance the same way ?

The two biggest reasons are that it's a bit of a pain to get to, and when do get there, it is usually dead or dominated by a single faction. The other problem is that apart from Haikejo and Alchemy mats (and a few skins/pets that most vets already have), there isnt a lot of incentive. XP doesnt matter, and AP is pretty minimal when the zone is empty.

Making it a separate instance would solve the first two problems most likely. 1-2 CP and 1 non-CP instance is all you would likely need.

As for buffing the rewards, well sky is really the limit on this one. I like the idea of expanding the loot to include other valuable crafting mats.

    ^ Pretty much this. ^

One of my guildmates runs a regular friday evening group in the sewers which I do regularly, but the rest of the time I rarely go there, because:-

    1. It's a real pain to go solo when there's no one else around.
    2. Losing telvars to every death is not very appealing.
    3. The loot is mostly nothing special and drops for skin/pet are pathetically tiny.
    4. Once I've done the dailies a couple of times, I find it boring to keep doing them.

When we do our friday group, however, it's great fun. Definitely a place for group play with mates. :)
RIP Atherton, my beautiful little gentle friend, my Shining Light. I will miss you forever. Without you I am a hollow shell.

I love when PvErs talk about PvP content as for now we have:
    1. I don't like to die to players when I do PvE content (so what are you doing in PvP area? It's like going to trial without preparing gear and knowledge about trial and then saying it's to hard! PREPARE FOR PVP!)
    2. Tel Vars are worthless - actually from my experience 1 TVS = 3 Gold. You can get 14k TVs per boss, and if you're lucky and nobody disturbs, you can solo kill ~10 bosses per hour. Do the math. Tel Vars are great you just need some skills to get them and bring them safely from IC.
    3. My fav: no pretty furnitures to buy for Tel Vars :D

As a PvP player I don't need any special rewards, the fight on its own is enough of a reward for me, Tel Vars are a nice addition that I like a lot. Ganking is one of PvP mechanics and I don't have nothing against, many times the ganker gets hunted down, this is also fun, even if he doesn't have any TVs, surviving the gank and turning the odds gives a lot of satisfaction. You will never like IC in current state of you're bad at PvP that's all, don't try to destroy it for those who like it.

As the title says, what keeps you from going into the Imperial City or the Sewers when there isn't an event going on? Not counting the two dungeons. This goes for ALL players.

I refuse to feed gankers with special builds who just go there to farm telvar. I've done Molag. Pretty boring compared to real group PvE. I don't need anything for telvar and I have enough in case I do from taking PvE guildies through for Molag
MY PvP is open world Cyrodil. There. my healer is necessary in small groups and I am not rewarding specialist cheese builds with loot for one shotting me from stealth.

Also the map is sooooo boring.

I am not a fan for several reasons. It takes a long time to get there, rewards are not that great to justify spending time there. Mostly it is just pve grind interupted by pvp encounters with possibility to lose telvar. So if I want to pve grind I can do it in other locations and my earnings are more predicable. If I wish to pvp I would also choose something different.
So as I see it you get worst of the two worlds - pve grind with ganking and losing your loot.

    Don't like PVP in general

... In fact, I will put it even higher and say "I hate PvP ".
    • None of my Chars are built for PvP and I do not wish to waste any precious mats in making suitable gear - or in acquiring it.
    • I neither get a buzz out of losing Tel Var stones, nor from being Zerged by organised mobs.
    • Travelling back from the res. point is frustrating because many times I am attacked and killed before getting back to the tunnels.
    • Unlike what other players' have experienced, I have never met a courteous enemy player.
    • I get lost in both the Sewers and Overland. This is partly because I have not spent enough time in IC but the main reason is that the times I have been there, I am too busy looking out for enemy players, to pay attention to where I am going.
I have completed about 2/3 of the Main Story and gathered all but 3 of the Sky-Shards. I would like to complete the Main Story - because I enjoyed that part - but I cannot see that happening in the near future. Even the thought of going to IC stresses me out, which is contrary to why I play the game.

Being a PvEer, I enjoy the NCP mobs and Bosses and have Soloed the ones I have come across. They are not the problem; it is the enemy players.

    Don't like PVE bosses
PvE mixed with PvP sucks in general due to:
    - skills/morphs usually having a PvE and a PvP morph
    - gear: there is gear that only works in pvp (VD, Knight-Slayer...) or in PvE (stuff with Minor Slayer...)
    - CP: pvp cp points like crit resistance versus pve cp point setup...
    - divine/infused versus impregn on gear

if we at least had duel spec in this game... meh, the game is not designed for mixing pve and pvp...

    specific for IC:
#1 travel time / hassle to get there
    #2 flags
    #3 bosses
#4 mostly useless loot (if we could at least spawn our merchants so we can sell all that crap beeing thrown at us...)
    #5 IP set abuse
    #6 los/swift/lag abuse
    ...
    ...
    ...
