Hammerfell, western Skyrim, Elswyer is the three options I see.The Soul Cairn is the only thing on your list that makes any sense at all.
"The Infernal City"- If you're talking about Umbriel, it doesn't even exist in that form yet (It's both created and lost after Oblivion and before Skyrim). Right now its just some city in Clavicus Vile's Realm
Yokuda - Sunken
Akavir - they aren't going to go to Akavir, certainly not in ESO
Thras - Most likely not, its too far removed from Tamriel
Realistically, I'd put my money on more of Western Skyrim. Many people would say Elswyer but I don't think ZoS wants to deal with all of the issues related to adding the different forms of Khajiit (aka, "Why can't I play as a Senche-Raht?!?" and having to make some excuse for/acknowledge that there is only one type of Khajiit anywhere else in Tamriel)
Also, If they were going to add anything in the Soul Cairn, most likely it would be a normal DLC, akin to Clockwork City. (Which would be a fantastic opportunity to add the Necromancer class, so I'm all for it!)

Probably the Alik'r Desert. Last two chapters where in Ebonheart and Aldmeri, it'd only make sense for Daggerfall to get a chapter now
I didn't vote. Why have votes become public lately? What is wrong with keeping it private?
That said I would have voted other. It seems they are keeping everything in Tamriel first and that is how it should be. Once it's complete we should start looking else where. No I am not saying the Khajit should be done last.
