PS4 Skyrim Bonus Content for ESO Claimable for PC?

Hello
I recently bought The Elder Scrolls V: Skyrim Special Edition for PS4 and it came with a code for Bonus Content for The Elder Scrolls Online to unlock the Dragon Warrior Costume and Yokudan Charger Mount. The instructions and code only seem to work for PlayStation 4 ESO, which I don't have so I was wondering if it is possible to have it added to my account of ESO on PC?
