"Stolen items" in Cyrodill still appear as stolen (Sotha Sil, PC, EU)

As per the patch notes, items in Cyrodill incorrectly labelled as stealing would be fixed with this patch. But this cart of goods in Easter Elsweyr Gate has been like this for a couple of years, and it seems the patch has done nothing to label it otherwise.

- EU players are humans too! We want our maintenances in the least pop time (at deep night) and not lasted for several hours!
- Animation canceR - is true PvP cancer! When you can't see which actions your opponent do - you can't react properly on them!

Derbforgaill✭✭✭Indeed, but the patch notes said they had fixed items showing as stolen in Cyrodill, so when I saw that this is not the case, I figured I should do a bug report (also, I totally loot all containers whenever I hand in quests :P)
