If ZOS does not want to weaponize guild traders, then more care is needed.
What you suggest could be used to block competition from taking up residence in the trader next door.
I would prefer to see something that allows the kiosk to be hired, but in such a way that it does not benefit the the two parties that were participating in the Ghost Trader scheme. This way it does not block others from the kiosk.
That means that low cost or cheap kiosks following disbanded guilds has to go. The cost needs to be sufficiently high to negate the benefit of selling the kiosk via disbanding.
Of course, I don't know if ZOS sees the Ghost Traders as a bad thing that needs to be fixed. I suppose it might make interesting game play, or provide some internal benefit. If they are OK with it, I'd certainly like to hear the gameplay reasoning from one of the system designers, or @ZOS_RobGarrett
