Shattering Rocks seems to be bugged

The Dragonknight ability "Shattering Rocks" is bugged and is only healing for 936 in PvE. The tooltip indicates it should be healing for around 6,000 in PvE. I tested this on multiple PvE mobs with varying amounts of missing health (my own), and concluded that the ability always heals for 936.
