It's not shady. It's a way for raiders to make gold (as raiding isn't profitable at all right now).

Will people pay 100k a page (times 14) and spend the time hunting them down spending 1.4 million in the process? Every bit of the pages in game on the PTS was BoP. I’ll hold out hope the pages themselves are not, but given ZOS’s track record, I’m not counting on it0 -

As I recall, on n+3, only 1 person in the group gets a drop. On v+0 it's 3 people, v+3 everyone gets one. I'm not sure about v+1 and v+2, but they have their own payouts as well.
Then you get a page fragment, not a full motif. So, you have a 1 in 12 chance of getting 10% of one random page. Meaning you'd need to run n+3 roughly 120 times to get a single page. 1680 times to get each page, assuming that you never see a duplicate page, and you get one fragment every 12 runs. It's possible you could, theoretically complete it in as little as 140 runs if you have innhumanly good luck, but even the v+3 guys are looking at 140 runs minimum to put the motif together. I can't speak for the motif pages, or the bindings... But the fragments are not BoP, I have been mailed 3 of them from them dropping before they were removed from the drop table till official release on the 12th.
