The bear is responsible for 15% of the class' total DPS. It's literally the only viable ultimate. Using the destruction staff ultimate shaves like 5k from your parse (and it's already the lowest DPS in the game with the bear).

Omg can you imagine a clockwork/dwarven bear? They have so many bear reskins for the mounts, release those and some wolves for a start Zos!
Permafrost is amazing for PvP. The, "you must run the bear," thing is PvE, so different skill considerations.

Go into any city and you'll see bears, meaning people playing wardens, taking the bear ultimate and using it even when they're not likely to be in combat. They are the target audience for new pet skins.
I'm an endgame player with 4+ yrs sunk into ESO. Hell I spend a quarter of my time at the outfit station. If I'm going out to die in dungeons and cyrodiil I want to look good doing it..and my pet as well if it was possible LOL!
