UI Error question

I got this error message after log in. I have 8 chars and its happens only for the first char, when the announcement window is open.

When this happen and i open my skill menu the skill bar is empty.
But in the normal view it's filled.

On the face of it, this UI error is in the game client. But please correct me if I am wrong.

If the same error is shown on the PC NA megaserver, then I have not noticed it yet.
