It’s the only way atm and it’s considerable work to decide and redesign aspects of the world to make them lootable furnishings.
Not suggesting you have a bad idea. Just that it’s unlikely due to the work it will require vs the reward it would provide.

Introducing new features keeps the game alive and encourages more people to purchase housing etc...
I mean, how tired are you of searching crates and baskets for provisioning items that you already have thousands of?
What could possibly inspire you to go trekking halfway across the Alik'r Desert when you have already completed the quests and can fast port to all the necessary locations?? hmmm?
Housing was a huge free update but it is now stagnating.. being able to loot building materials would inject some life into this aspect of ESO, maybe the lootable items could also change every week to compliment those sold at the Luxury Furnisher??
Can you imagine having to trek far across some far flung and under populated part of the map just to get that perfect lamp base/cushion in an exotic colour/ornament/ even a different coloured candle flame???
It would be awesome!!
