It means I can play many different characters with any skill combinations I want and enjoy the game - something that is already true and has been since years ago.

Put another way, those of us who are not competitive really do not care about this mythical beast called ‘balance.’ The only reason I care about it a little is because the folks chasing this white whale push for changes that sometimes ruin elements of the characters I am role playing. Fortunately that has been rare, but it has happened. The worst time was with the crossbow. I freaking loved the stun on daedra/vamps and how things would burst into blue flame. That was removed... probably because someone whined about balance in PvP. I only started using it again recently on that character because they added a pull to one of the morphs. I still deeply miss the old stun/knockdown crossbow.

Every class has a niche for some role that is expanded upon through weapon/guild/world skills and have the capability of working just as well as other niches. E.g Nb healer using high damage to get high healing, as opposed to templars who naturally get high healing.

Every weapon can be viable in many scenarios as a tank, dps, healer, etc. Main idea would be a 2h tank vs a 1h+shield tank, pros and cons etc. Like Warrior.vs Paladin in Final Fantasy 14.

PvE shouldn't be limited by few viable set ups amd should be able to accommodate unique builds with unique morphs/skills/something. Like a magsorc wanting to use a bow for dps. (ZoS make class specific weapon morphs a thing)

For me it comes down to if all the classes can preform the same base tasks, (tank, dps, healer, pvp capability) but each class achieves these things in different ways and some classes have a slight edge in some of the roles, but not such glaring differences as we have now. It's hard to achieve tho i admit to make the classes both unique and capable to do all roles without just homogenizing them all to a point where the only thing that is different is visuals.

Balance is when a fight between people of equal skill, level, experience, and gear level is determined simply by who makes the first mistake or who has crit luck - i.e. every class can has the same chance of winning independent of what class it is fighting against.

It should not be determined by gear other than that people wear the same level of gear ofc. That means it should not depend some set proccing.

All damage and healing and mitigation should be actively done by the players rather than passively through sets.

And if you are super tanky you shouldn't deal a lot of damage and vice versa ... unless everybody is that way. That's another reason proc sets need to go. The enable tanks to deal damage similar to that of pure damage dealers b/c they don't scale like regulare damage abilities.

No hardcounters ... that requires zero skill and has nothing to do with a balanced fight (e.g. shield breaker vs magSorc).
Consequently, no rock-paper-scissors concept as that based on hard counters. The outcome of a fight should not be predetermined by the sets / classes the opponents wear / use but only by the skill (and crit luck) of the players.

The only proc sets that are essentially fine are resource regeneration proc sets b/c of the long-term horizon of resource pools it does not matter if you get 100 resource every second or 1000 resources every 10 seconds.

For me balance is a continuous spectrum from everything is equalized (e.g. classes don't matter, only skill does) to rock paper scissors (e.g. skill doesn't matter, only the matchup does), with both extremes being an undesirable form of balance. Instead, game developers should try to find a good middle ground, where each class has certain strengths and weaknesses, but bad matchups could still be won by higher skill. Imo there should never be the situation where a certain build completely wrecks another class, no matter what builds they use themselves to try to counter it.

This game's PvP was probably balanced the best since launch in the patch before Summerset dropped. To me, relatively speaking, It felt pretty good and even at that point and nothing felt too op but we all know, as soon as ANY new DLC/Chapter is announced, obviously they introduce another range of "stupid" armour sets bordering on P2W or have some really badly thought out (if there was any thought in the first place) changes to skills/passives etc. Bring back the just pre-summerset balance and i'd be a lot happier but i have my doubts they will manage anything close to that balance again because they are mainly in pursuit of the MIGHTY SHEKEL because "business models" and don't seem overly interested in direct player input, instead bastardising our input to something similar but almost broken on many occasions or just introducing new problems to the game without solving 5000 old ones.

Balance to me means relatively similar skill ceilings on each class. I'm fine if a couple are easier to pick up but the end results should be a similar skill ceiling, unlike the gaps that currently exists between the top 20% of specs and the rest. I agree with what @Oathunbound says about being able to achieve roles in different ways while preserving some semblance of diversity. It's tricky to balance for PvP, especially when you have to account for stuff like proc sets, differences in combat (solo vs smallscale vs largescale), and meta combinations that become too apparent (in Zos opinion) across the class spectrum. I would be happy if there were simply no obviously broken combat features and different classes took turns rounding off the top 5-10% as it is near impossible to find a perfect equilibrium. I'll still provide input for adjustments based on my experiences, but unless we find another SS Rune Cage, SS Sloads, OT Viper/insta procs, etc etc situation I am fine with the mild merry-go-round that is combat balance.

Removing shield stack is not balance when that is one classes only form of survivability. It would be like completely removing cloak from the game. Though if that's what it took to remove cloak from the game, I'd do it in a millisecond.

They can balance sheilds accordingly when they remove stacking. As it stands you get too many free bonuses for just having a shield. This causes sorcs to be able to build pure insane damage while a DK or templar has to sacrifice damage to build more resistances. Thats not balanced.

Rock paper scissors. Everything should have a counter and combat should come down to using said counters at the right time, meaning you'd have to actually watch for your opening rather than the stun/root and burst combat that is happening now.

Of course one would have to be able to see all the animations for this to work, but that's another thread...

Balance to me in this game means:

I have been here since before you knew the Elder Scrolls series had an MMO client.

I have grinded through hours of content to get that one thing when you had not even considered to buy the game.

I have cried and screamed when that boss killed me for the 48th time in a row searching for that one piece of armor while you saved the money to buy the game.

I have listened to endless dialogues and played the errand boy for several NPCs for that one title, color or skill point while you jumped from game to game enjoying different play styles and genres from different developers.

I have waited patiently for my research, read every rune and book, tasted every plant and sought every resource node to gather tempers from while you debated weather or not to spend the 50 bucks you saved from your lunch money over 2 months.

I have almost given up when that one set that took me 5 months to put together and gold out gets nerfed to the ground because you just finally logged into the game and complained that you are at a disadvantage because of it.

Balance means if an adult decides to hit a child it would wreck the living soul out of them because they are older, stronger and more experienced. What we have now are some Gerber Mutant Ninja Baby monstrosities (aka Newbs) who get all the same perks as someone who has been grinding and learning for years and drinking potions of get gud washed down with tears.

Communism is a fine idea in paper, but as we can see around the world and in ESO, it doesn’t work.

If my “Playing Since Release” butt hits your “just reached level ten and I want to go to war” behind, it should hurt, and you should die!

A game where the vast majority are playing the same class/build usually indicates a gross imbalance.

In ESO there is healthy representation of most classes although some are a bit pigeon holed in terms of builds so I'm going with pretty close to ideal balance overall. Most importantly all classes are fun to play.

Perfect balance is just not achievable given the complexities of this game including class synergies as well as what are the objective metrics of balance i.e 1v1, Grp v Grp, Raid v Raid, DPS vs CC vs Utility/Support etc. and then there is the whole mix of PvE vs PvP balance.

when you are killed by the opponent's proc meta build ( 1 light attack proc 2-3 sets )and not by the " opponent's skill " or when there's a skill/set that completely cancels a class ( example : Shieldbreaker on magicka class with magicka shields , mark target on A Nb vs enemy/enemies ).
Time ago to use this set or mark target was considered " dishonorable" .. but now they are very used above all by the Xvs1

practically as it is now the game compared to years ago.
The non cp then maximizes the cancer meta build and the dots build ( 90% of stamina plays with dw , bloody craze , sload even if nerfed and spam steel tornado )

me and some of my friends, " pvp lovers"... we stopped with eso before it was fun ; now no . Now we call it a game" for autistics ", so to speak, I do not want to offend anyone :)

hmm, what does combat balance mean to me ...,

getting killed in pvp due to a player that is just better than me and not due to OP proctard sets and/or OP skills!
