If by Cosmetic Pack: Racial appearance you mean you look like another race while playing a race you don't look like...I don't think this will fly. Largely due racial passives being linked to which race you chose and that race probably being identifiable by look.0 -

Yes, that's what I mean. A lot of people want to decouple race from passives, and this would be a way to do it using existing systems without any complicated changes. It would require the least dev resources to implement, and it is already monetized.
I don't think the "identifiable by look" argument really holds water. Polymorphs can already over-ride racial appearances, so those cues can already be removed from a character if you want. And covering up our gear with costumes/outfits already hides other cues. I don't think character appearance cues have played a role in balance decisions previously and I don't think they should here, either.1
