✭I´d prefer ravager, but then I don´t use either of them, and wouldn´t for PvE. I guess ravager might proc from biting jabs though, since Selene does. Never tried.
Briarheart + Crit surge on a stamsorc with leviathan might be interesting.

Shezzarrine✭✭✭✭✭Both are decent, I know on stamblade ravager is very good, if a bit inconsistent. It will give you higher dummy parses than AY, which is currently bis, it just doesn't perform quite as well in a trial with good buff uptimes from support roles. So for four man it's great, and can still be good for 12 man0 -

Ravager if you have Relequen or are using a build that can reliably proc it (like a stamplar with jabs). Relequen procs Ravager (and so does the Deadly Cloak DoT, FYI), so you can keep the uptime pretty high.
Briarheart is at most +299 weapon damage on average (10 second buff with 15 second cooldown).
You only need about 47.5% Ravager uptime to equal that, and you'll usually get 60%+.
Ravager does have that one max health bonus, which is a negative, but also a positive in a way because you can safely run 7 medium and get the extra stam regen, stam cost reduction, and weapon critical from medium armor passives. I run 7 medium on a stamsorc with Artaeum Takeaway Broth and still have plenty of health with Ebon.

✭Also, Briarheart procs off crits, so you'll never see it's procced against shielded target. Also, healing is halved in PVP.- PC EU. Ebonheart Pact. CP 1k+

Hulda✭✭✭Depend on 2nd set, with relequen you can achieve 60%+ Ravager uptime pretty much always. While Briarheart sits on 66% max uptime with 200 less weapon dmg.1

I really like Briar on my sNB. Been using it off and on since Wroth dlc. Using it atm in vMA getting 580k scores consistently. Ravager is kind of annoying cause it's a heavy set, so you need daggers and have to retrait all the jewelz from healthy...
