Time changes and MMOs have to adapt.
Look at GW2, they said they would Never Ever have mounts. It was one of their big selling lines at its birth.
Now it has mounts. because people love mounts.
Why not just add a option for someone to play the game for you?! Buying fully leveled toon's defeats the purpose of playing the game and enjoying what it has to offer. And it's definitely P2W.

I hope ZOS makes the changes soon if they do. The only reason I don't like leveling is because there's so much else you have to do that COMES with leveling.

MMOs survive on content being repeated. Allowing players to basically skip all the content with a new character would be bad for the longevity of the game.
Same reason we have RNG instead of an easy access token system.

I'll give you that, but there are some conflicting interests there. For example, you really can't do lore books as account wide and skyshards. If you have skyshards, you've got a bunch of skill points you can't do anything with, naturally until you unlock the skills. If you have lorebooks, you've got a bunch of skills you could put points into, but not points to do anything with except meteor... okay, that's a problem on its own. If you have both... yeah, that's a mess.
If you are max CP (allottable) already, then why not? But you would still have to level Mages, Fighters, Psijic, Undaunted, Ledg-d, plus your Alliance skills, etc. So doesn't really save time, because you'd level out those while regular leveling anyway. But might work out for Z's benefit monetizewise.
Lol, my Magden sitting at level 15 cause I just don't feel like leveling it. But, no I don't support this.

I don't do quests, so I don't get those points. I don't do Cyrodiil, so miss the extra points granted by shard collections.
There is no such thing as a 'fully-leveled' character.
The whole point of doing all the 'legwork' is that your choices form a fundamental part of how your character(s) develop(s) over time. This includes what elements of the game you actually play and your choices about weapons and equipment.
This has been a fundmental TES concept since 2002, when Morrowind was released.
The Zenimax business model is built around you spending time in the game and never being able to 'finish'.
Are you done wasting eveyone's time with this poorly consided suggestion?

Wayshrines should still be unlocked normally.
You were asking for a Character level boost, not a "full game unlocked" boost.
What's the point of gating Wayshrines?
As for guild skills...by the time those are finished, you could have actually leveled a character fully. And it's definitely pointless not have Mages' guild maxed out if you don't even have the Wayshrines.
Because you still have to actually play the game.
A character boost should always only be for the characters level, nothing else.
I know that most people using level boosts do it on alts so they quickly can grind up gear for the endgame content purpose of that alt.
But remember, this is in the core an MMORPG.
No one should be able to buy themselves free from the core of the game.
Play and endure it.
Or move on to something else.
There are plenty of games with less time consuming character progress.
Leveling isn't playing the game. Playing the game is playing the game. It's all of it. Just because you skip something you don't like to do something you like, doesn't mean you're not playing the game.

This is a Roleplaying game. So if you really wanted to play the game, you would go out there and quest and explore the world, like in a Roleplaying game. And along the way you'll unlock wayshrines, you get skyshards and progress your character.
And with the system where everything scales to ones level, you can basicly just ignore your level and enjoy the game for what it is and not rush to endgame.
There's more than one way to play an RPG. Not everyone wants to do the boring level grind. Some people just want to get into the min-maxing and endgame aspect of it. Because a lot of people enjoy the endgame like Trials and PvP. If you enjoy the leveling process then don't buy it.
For people that want to be at endgame with a new class, then they buy it and it becomes an amazing boon. For the people that want to level, all it does is take a way and then you don't have to buy it.
There isn't much downside there.

That's not what an RPG is at all. You can be immersed without grinding exp.
And no, you can be invested in your character without doing quests. If you like the way they look, they're fun to play, and, optionally, you've got a good story for them...then you're plenty invested

Purely curious because I love mmorpgs, what other MMOs are you talking about that has a token system and level skip?
As for the subject, a lvl 50 character is an interesting idea but it should only come with the skill points you get from going 1-50. It should NOT come with anything else like leveled skill lines or weapon lines or wayshrines or cp or anything else. Getting to cp160 is easy so that shouldn’t be included either. This way you can jump into Summerset for instance and not regret all the lvl 1-49 drops that are SO Cool, but you can’t use for the rest of the entire game. I’ve put off doing a lot of content until lvl 50 for that very reason. That would be the only reason I’d support this idea, because we all know that drops under cp160 are trash.

Pay to Win is when you buy items or progress that puts you over others that don't pay.
Anyone can be max level without paying anything.
All he's asking for is to reduce the time to reach that stage.

I would like to hear good reasons how someone can "win" over someone else by reaching max level faster than someone else who didn't pay. And we don't need to hear "he reached max lvl instantly without any effort", we all know that by now. I'd like to hear a good reason besides that that someone who didn't pay can't do.
personally I just feel that people who cry "p2w" over a lvl boost just cries because they don't want to pay for the convenience to reach end game sooner without the timesink. And honestly, I can understand that.
Not everyone have time to sit hour after hour playing a game, and everyone doesn't have the luxury for a level boost.

What legwork is there left to do? What you've described is half the experience that you're going and skipping using money. I'll leave my opinion as simple as I disagree with this idea entirely, but will keep it at that as this has zero chance at being implemented.
Make some training gear and embrace the grind
Leveling your morphs, obtaining gear if you don't already have it, taking the time to learn how to play your new character properly, find Skyshards if you don't have enough Skill Points, level Vampirism/Lycanthropy, level the rest of your weapon skills, do literally every quest in the game, level your alchemy and provisioning, etc etc
