This would be extremely exploitable if it behaved differently. You could get a buddy, go to crag, and keep rerolling a node.
The way the game works, cracking a node or other shared container, will roll the contents. At that point you can either take or leave stuff. Anyone else who interacts with that container will see your loot roll, even if that roll wouldn't be possible for them to obtain. This prevents players from trading a chest back and forth until it spawned the items they're looking for. It also prevents rerolling a node looking for aetheric dust or nirn. And, if they did find that, they could take it and continue trading the node. So, not something that should be, "fixed."

You wont SEE action taken against botting, but it does happen.
