I need just 8 Dreugh Wax because I have all the skill points in it. I wasn't asked to confirm. The item wasn't in my inventory, was banked.

Have you used a Dye Station -> Outfit Station to create an Outfit for the character with which you equipped the Legendary item? *
So far, the Crafting UI has always displayed a confirmation dialog when I attempt to do anything at all with a locked item, except equip it on a character. (The UI will allow me to mark it as Junk and moves it to that category, but it will not allow me to sell it to a Vendor, unless and until I remove the lock.)
Also, whether the item is in the Bank -- it usually is -- or in the Bags of the character performing the action on the locked item, has never made a difference.

* Full disclosure: I have yet to endeavor to make an Outfit for any of my characters, if only because I am satisfied with the way they currently look with the gear which they have equipped.
