So far I've only found one quest giver missing, in Vukel Guard. The one that claims to be owed money.

only quest giver that shows for me is on the boat after entering Vukel Guard.
The one telling you to talk to Razum-dar (who doesn't even spawn)

Try logging and and back again. \reloadUI can be a helpful command too.

If these don't fix your issues then I'd put in a \help ticket - email responses are usually very quick but might be longer than usual because it's just launched to the world.

I submitted an email and phone call request. no help still. and I've been waiting for about a good day now.

Might just be high volume of activity - it's happened to our guildies a few times during early access, and happened to me once when porting into the starter region when i first logged in. Just guessing, on the hope it's not something more serious.

I spent a few days just figuring out my character build only to have this problem happen to me.

@Razernok - If logging out and back in again does not work, please try repairing your game client. The repair option is located under "Game Options", right above the news feed.

Repaired the game again. Then I entered the front gates of the fort on Khenarthi's roost, and found Razum-dar still won't spawn. Then checked the beach to see if I could see any quest givers only to find none.

Try going back inside Eagle's Strand and walk towards the northern gate, is he standing there by any chance?
Also have you posted a /bug ingame? With a screen shot showing where he should be standing. This may be a bug that needs to be looked at.

Others seem to be having no problems finding him or finding quest givers.

I was told by guildies that after you enter the fort he is suppose to spawn and run up to meet you at the gate. He never does.

I encountered that issue during some of the betas. Haven't replicated it in live yet. That's why I suggested submitting a bug. Others have reported having this happen before this latest patch but in early launch.

I tried that but they think I'm talking about a single quest, yet I told them its was being unable to see any quest givers.

They said, "Any issues with quests can be reported through the in-game command "/bug", apologies for any inconvenience caused, I appreciate your patience.
Re-logging, and abandoning the quest and re-starting it are common fixes for most issues. If that fails, /bug the issue and move to the next area or quest."

Sadly, I can't simply move on to another area or quest since I can't see any quest givers.

Just a thought that may or may not help the dev's crush this bug. You said you got this bug on a new character as well, do you get this bug in all factions, or just one?

I experience the exact same problem. finished the first part of the queens-line and met him at matthiisen, traveled then to eagle's strand but he didnt appear. canceled ALL quests and relogged, but still no razum-dar there. :-( altough, there are other quest-givers available but this bugs me really.

tried the quest AGAIN, after Razum-dar kept away before the last patches and got the commander walking around happily. now it's the exact opposite, razum-dar spawns and is talking to me and the commander (sic!) is the one which disappeared and is missing...he introduced me (nobody's standing there).
