1. Lich: teaches players to ignore resource management as their set will do it for them. Creates bad players.
2. Wizards riposte: permanent minor main uptime... To an unlimited number of people. OP
3. Reactive armor: isn't seen because riposte is better, but this created unkillable tanks and Templars.
4. Heavy armor high damage sets: shouldn't have 30k health,30k resistance dropping 16k dawnbreakers. Just doesn't seem right.

Sloads - oblivion damage has no counterplay except heal non-stop. Knight Slayer and Shield Breaker at least have limited use and downsides to equipping, Sloads does not.
Duroks - 100% uptime on the strongest debuff in the game on an unlimited number of targets
Earthgore - Does too much for too many people for the price of a 2 piece set
Wizards - I would not normally call anything defensive cheese, but 100% uptime on an unlimited number of targets is too much, and the debuff lingers too long.

4. Skoria requires setup and use of DoTs to proc it reliably unlike Zaan, Veli, and Selene. If you said Zaan, I would have agreed. Skoria is hardly the most cheesy thing out there unless you keep getting instagibbed by 3~5k proc once every 6 seconds or so.
Here are stam sets I think are cheesy, applying the similar logic:
1. Seventh Legion, Fury, Veiled Heritance, Ravager: I mean, 400~600 WD for proccing it to allow stam builds to stack WD from 4k~6k? Crazy cheesy OP!
2. Bone Pirate: Where's the set that increases my max stat and recovery and the same time for magicka for drinking Potent Brew? Insanely OP because it allows for stam builds with 3k regen on top of 35~40k stam and 4k~5k weapon damage? CHEESE!
3. Master's Bow: Where's magicka equivalent that will give me 300 free WD for using a skill on a target?
4. Asylum's 2H weapons: Where's magicka equivalent of this crazy amount of ult gen??? CHEESE!
5. Hulking Draugr: Doesn't need pet for that sweet sweet increase in max stat. Pretty cheesy if you ask me.
6. Selene's: omg that bear radius for easy proc. CHEESE!
So yeah, for serious post for OP, real cheese atm is Zaan + Sload's + Durok's with bleed. Against that setup, you are gonna have to be on the defensive the whole time because the moment you cast something that doesn't keep you alive potentially be the moment you die.
Bone Pirate is actually not a good set at all because stam recovery is typically cut off on a stam build due to:
running
blocking
rolling
And you are giving up more health by opting for dubious instead of blue or purple food.
It's a set for suckers.
Max stam doesn't scale as well as max mag typically, so draugr isn't really good either.
Master's Bow, Asylum 2H, and Ravager are definitely cheese.
Selene's doesn't proc enough to be cheese compared to other monster sets. It's no where near zaan or skoria in terms of cheese.

Bone Pirate is still a staple for many builds that does not focus on being pure raw damage builds. Stamina recovery is very crucial for stam builds which is why most stam builds run with at least 2k regen.
Max stamina scales the same as max magicka. General rough guide line of 10.5 Max Stat = SD/WD still applies.
