Can no longer access web account or forums from pc

Fresh install of windows relating to trying to fix a bug in a separate post.
The website no longer let's me log in.
If I click on the "forgot password" link nothing happens. If I click on "forgot user ID" this works and I receive the proper email.
I am currently using my phone to log in and post now.
How do I fix this issue/or can I?

Oh, 'suddenly' I was kicked from the game last night and couldn't log in for about 20 minutes. Tonight it's just the same, but I was able to log in after an hour of trying, but my hubby -not. 195.122.154.1 not responding - 95% of loss. Good luck Zenimax, it's your *** servers.
