This really is classic.
DF gets the self-empowered benefit removed, an effective nerf, while Solar Barrage gets a buff at the same time making it somewhat usable.
SB then gets an effective nerf the next patch, leaving both SF and SB effectively nerfed from how they were only two patches ago.
I'm not sure what it is that makes Templar the target for these buff-then-over-nerf scenarios but I sure am tired of it.

It bugs me that ZoS hears everyone saying before "The damage is ok, but the cast time makes it useless" so ZoS' solution is to remove the cast time (good) and make the damage abysmal (wtf!?). Removing the cast time would have made it a decent ability, instead its still as bad as before.
ZoS needs to stop doing all buffs as like 5-10% at a time and all nerfs as 30-50% at a time. That is not the way to achieve balance in a way that people will be happy with (which should be the goal).

Yes, keeping the damage and dropping the cast time would have accomplished two things that fit in line with what Templars need:
1. It would have added an "Elemental Blockade" quality skill to help with Templar DPS, which most people concede is lacking
2. It would have made the Templar "house" (if Wrobel is still pursuing that direction) a little more dangerous to step into.
Also, since it is PBAoE and Templar is generally slow AF (relative to other classes), it is only threatening to those who are actively attacking the Templar, and fairly easy to avoid since Templar is both slow and lacking in roots/hard CC.
