i have found them as drops, i have also found them in bookshelves. Just gotta get lucky is all.

They are random. Note I found boats to be good sources of interesting items.

The best chances for a drop seems to come from the "high-end" containers. Things like cabinets, dressers, desks, and chests. I would suggest finding a building with a lot of those and going back regularly, as they will respawn periodically. But ultimately it's random, so good luck!
