I have encountered some players who doesn't like to be told no. Just a 1% in my experience but it does happen.
If someone does decline your duel, it's nothing personal and that person is probably busy or even doesn't feel like dueling. They are also playing a game just like you. They might want to get to a point or location just like you. And they want to enjoy it just like you.
Just don't let that spoil your experience or theirs.

I leave the auto decline off because some of my friends like to invite duels in random surprise places in the spirit of Cato and Inspector Clouseau which is fun.
You know they are desperate for their duelist title if they invite people crafting, at the wayshrine, or trying to trick people hovering by the Undaunted into thinking its their dungeon. Near an actual dueling area, I always decline if not interested.
