There was not a single word from Wrobel that rune cage will be actually dodgeable. Only words were it will be better telegraphed its coming. If it is as he said to the letter its still cant be dodged and kills everything same as now.
Rewatch the Twitch. At minute 53:00 Wrobel specifically says "make it dodgeable" and then continues to talk about making Rune Cage telegraphed enough to be dodgeable.

"we are looking into making it dodgeable", as its not certain and set in stone it actually will be. And even if so, it will remain horribly cancerous for all magicka users on receiving end.
While they could simply add that 2s duration instead 5 and making it breaking on certaint treshold of damage as every stun should to avoid stun+burst meta.
Then why would they make it telegraphed? So you can watch it before it inevitably stuns you with no chance to dodge or reflect it?

To point 1. It actually sounds kind like the Skeever poison animation. It doesn't sound terrible. Stacking kind of sucks.
To point 2. Yeah that's weak.
To point 4. Incap still provides Major Defile, a 20% increase in ALL damage for next 5 seconds after, and you would now have at least a choice to make.
Nothing is set in stone so there's that at least.
4. Lets be honest, if you are hit with Dawnbreaker attacker dont need dmg boost or defile (which he might have anyway from different sources), you are most likely about to die. Especially that any ppl that could be around to help you are also stunned and take same dmg from Dawnbreaker as you. On top of that attacker gets 5% weap dmg from Dawnbreaker too.
Unsure what you mean by this. Dawnbreaker of smiting has the CC and only gets the passive 3% weapon dmg from passives while Flawless Dawnbreaker provides the additional 5% weapon dmg your referring to, but really it's 8% and there is NO CC.
I think Incap still has it's place with those changes, but let's scream running around in circles like chickens with our heads cut off.

Eeery stam user and their mothers will take Dawnbreaker - high damage, dot, stun, *** AOE on all that!!! Undefendable. I disagree with you. Incap is OP AF. Always has been but i guess zos doesn't realize. Prob because they dont play competitively.
But this is so dumb. They really hate to touch certain things in this game. It was apparently too much to remove the stun if the player has less health. No. If what you're saying is true then the nb can still get the stun for more ult cost? stupid. WHY GIVE THEM SO MANY OPTIONS?

2. Rune cage - "it will be more telegraphed to help players counterreact", excuse me? That broken crap can halt you mid dodge roll and goes true block, so only difference will be that now player will have a second to think "oho, rune cage coming, im fked". Still stays insanely op broken 5 seconds, instant, huge range, undefendable in any way, still no fix to breaking it.

Not gonna lie, it cracked me up a bit when he said he hadn’t foreseen NBs slotting skills to raise their HP cap which would temporarily lower their HP % and allow them to get an incap off.
Like... everyone realized that was possible when reading the patch notes... we thought that was intended.
How is thinking of that being extremely inventive or creative? It’s one of the *** passives?
I actually like a lot of the balance changes, I think he usually does i good job. I just wasn’t expecting to see him admit on stream that he doesn’t know how the game works.
Actually now that I think about it, this is the same guy who asked the class reps why blessed CP couldn’t be used to offset the befoul CP... so maybe I shouldn’t be surprised.
