Befoul is fine, 70% heal reduction can just be purged and is perfectly balanced in every way.

50% into defile, and templars can still heal to full health =.= nerf defile at the same time as nerfing templars. I dont run defile to kill stam classes without major mending. I strictly run it to combat magplars with wizard riposte, pirate skeleton and all the healing in the world.
