This is among the most crucial that could ever be done, bugfixing existing content, improving server infastructure. It's desperately needed.

That's what I'd perscribe for this game. A different balance direction, a year of refining core systems, and a re-orderment of difficulty.

Now they allow for two-handed weapons to count twice toward a set (that was my biggest gripe) - my only other significant complaint in regards to PvE would be to allow for a greater challenge in landscape content. It's a bit too easy for high level players. I'd also like to see a companion system introduced where players could enlist the help of NPCs to aid them while questing (like in SWTOR or Final Fantasy 11). This would make solo play more interesting, make the characters more interactive - and help newer players deal with an increase in challenge should that come to pass.
In regards to PvP - they need to introduce some kind of system that equalizes combat between players so it's not just a numbers game. Cyrodil has a lot of untapped potential. Being slaughtered by superior numbers may be realistic - but it's not exactly fun either.
