Coming from Eve, I expected all sorts of similar guild tools to be present in ESO. I'm pretty certain that if ZOS intended guilds to be a significant thing they'd have provided the tools years ago.

it has been fairly well established that ZOS is fairly new to the MMO scene and needs the steady hand of their customers to guide them towards making informed decisions that benefit everyone, this would be one of those times.

It doesnt help that in the beginning a lot of players guided ZOS in all the wrong directions for some of the most insane reasons. It took them 3 years to finally come around to the idea of combat text and buff icons because players early on refused to have their screens cluttered. As if there werent any alternatives to combat text/no combat text. Same thing with text chat on consoles. Players on the forums would torpedo spam threads about the topic to silence anyone asking for it making some of the most selfish and unreasonable arguments against it in hopes it would turn into a flamewar and get shutdown.

I really dont see Guild updates coming anytime soon. Especially since Ive seen Matt Firor promise Guild Updates in the past, only for ZOS to never deliver. It was obviously so low on the list of priorities that when it came to things that needed to be axed it was the first to go.

well the great thing about the new Class Rep system is we have a chance to put it back on the table, if we present a good enough case and get the attention of at least one rep who'd be willing to voice our cause, then it will have all been worth it.

then it would be nice if we (the poster) had the ability to bump a thread without spamming it

Bumping without adding some new info IS spamming according to their house rules.
...and if you want to keep the discussion alive and unlocked, only post when you have something new to contribute. Or at least to reply to ;)
...and there you have it. No "bumping", but you can add -new- ideas or thoughts... you can reply to new comments... and you can always link to your discussion whenever the topic comes up in other, similar discussions, to lure people into giving it a look and maybe commenting themselves.
But even if noone cares enough to post, -you- can always add something, some new idea to your old idea framework, some variation, clarification or whatever... then see if people react and keep the discussion alive.
And yes, sometimes you may have to repost the whole thing as "mark II" because the old discussiion gets too dusty and will be locked for "necroposting"...
Some of us have been there too:

    ...and we prevail anyhow ;)

Probably have more guild activity if the membership requirements were both expanded and narrowed; adding more guild slots would help, and I think lowering the requirements for membership would help as well, because I guarantee that there are handfuls of friends who'd love to do guild activities with each other and don't number ten people, and aren't comfortable with padding their existing dungeon teams with strangers just to qualify. I actually know someone who knows someone who bought the game eight more times just to have their own guild with a friend. That's pretty extreme, but I know LOTS of working foursomes who'd love to be their own guild.

I have a feeling sooner or later we will have a DLC a la Homestead focused on player guilds that involves halls, new social interactions, quests, buildings, etc.

if that is what they do, i wouldn't say no, even though i am particularly meh about buying all new additions as dlc (some things should have been included in the base game for free)
