Pre-Order goodies

My brother has just now started to consider buying ESO (better late than never, I know). He is interested in the pre-order bonus, the Explorer's Pack. However, given the fact that the account management page is down at the moment, meaning that even if he buys the game now (before the launch), he won't be able to use the code before the official launch time.

He is therefore wondering if he would still receive the Explorer's Pack's contents when he creates his account after the current maintenance ends (which is, presumably, going to be at the launch time).

One would assume that the game ordered before the launch, despite being activated later, should still award all of the pre-order perks (apart from the early access, of course) - could anyone confirm it for me please, or direct me to a place where this question may have already been answered?

    If you buy it early, I'm almost 100% certain that the time of your purchase confirmation email is what gives you the bonus items etc. I can't guarantee, but I would think it should be fine to pre-order now, log in tomorrow and find the things the pre-order gives you. Hope I'm right anyhow.
    If at first you don't succeed, keep trying. And again. Eat a cookie, read a wiki, I dunno, just try to relax, the frustration will only give you a headache.

    When you pre-order you get sent the explorers pack code right away. If he was to pre-order now he will get the bonuses on offer. The code won't become invalid just because it reaches launch day.
