That is what I see it as good for.
Crit, as far as damage actually goes is pretty third rate since it needs a lot of group support with warhorns and such to match simple + magica or + spell damage bonuses but, by triggering the primary heal on a sorc, going heavy into it can greatly impact a Sorcs survivability at a relatively small DPS cost especially in a good group.
Alcast also said some nice things about it so everbody be chasing that.
Lastly, any set that only focuses on one thing is quite useful for players looking to go a specific direction with a build. Few sets really allow this, especially for magica builds, but being able to go hard in just one direction with a build allows you to realize benefits from specialization that you cannot when you have balanced sources of damage. With MS this benefit is slotting a minor force ability which does not really get you anywhere when not specialized but makes sense when you are.
