Since the PTS updated Monday, I have been working on decorating this monster.
In many respects, Vehlir is correct. the layout does not make it easy. The only thing that has made it somewhat easier is my theme. I want this to be the ancestral home of my altmer Warden, reclaimed with Artaeum's reappearance. Wardens, of course, as masters of shaping nature to their will.
So I am working out ways of incorporating a lot of trees and greenery into the *interior* and leaving the exterior as the gorgeous statue garden it was so clearly meant to be. A few benches, some low tables with books and lanterns, but mainly leaving the exterior au nature.
The inside has been an interesting struggle. The suites are nicely laid out, and I am having fun just decorating them normally. Lots of clutter, wardrobes, comfy beds and fireplaces, etc etc.
The larger main hall, upstairs and down, are mainly an undaunted gallery. Ive spaced the trophies out and given each a bit of attention (trophies matched with busts, etc) The downstairs is the trial trophy display, on live I only have a very few, but on the PTS ive been able to place everything to see how it looks, and its all quite nice.
I set trees to growing around the pillars separating the side galleries from the center chamber, using those glowing mushrooms they added as a lovely source of illumination and some extra druidy flavor.
At the moment, I have the alinor royal fountain as a centerpiece to the large chamber, but I would prefer something more rustic, just havent thought of anything yet.
Plenty of ivy, moss, vines and flowers on the walls, and some potted cypress as well.
I have a fair amount of work left to make it look tighter aesthetically (its still a bit all over the place) but the general ambiance is great, and makes the hall feel a lot more liveable.
Anyway, just my own angle of attack on a place like this. The exterior alone is what will sell me on this house when its released, but I absolutely agree that the item limit is very frustrating in a house like the Villa. I did play around with using the tall alinor walls to create side chambers and segment it off somewhat, but I was not totally thrilled with my results. I may pursue it again with a bit more patience though.
I am happy, but definitely wishing for higher item limits. Would make decorating a palace like that a real joy, start to finish, instead of checking my item count every half hour or so.
Class reps are just like our politicians. They promise mountains made of gold for us, but in the end, whenever they can they try to push their own agenda.

I was thinking of a large flowery tree in the center of that great hall and then...working from there, I don't know, but it's pretty cool that someone else had the same sort of theme idea. Would love for you to post screens of your PTS work there.
@JJBoomer -- I watched that video in awe last night and was bouncing in my seat that making this place livable with a 700 item count could be possible. Then...I read the comments. They used 2000+ slots, decorating, filming, then disassembling each section. Incredible job and sad that it can't be done all at one go.
I guess people are saying to just ignore the outside and only furnish the inside.

That's an interesting philosophy.... but the exact opposite of what I would do.
The potential garden areas and pools are the attraction for me. The falls are a bit overdone, and unrealistically quiet for water flows of that volume.... but believability could be suspended. I would probably do what some have done with the Princely Dawnlight Palace, and actually wall off some of the excess interior content to make it more comfortable. In fact, I recall one guy who actually walled off the entrances to it, and just used 700 items on the garden (which half of the courtyard was walled off with hedges as well) and it looked full and fabulous. But an expensive proposition to pay so much for something you would only actually use a fraction of.
