I'll bite. Those of us that are interested in rotations and practicing DPS are those of us that are at end-game doing trials. The average person that is leveling has no use for a target dummy. (They probably don't even own a house to put it in.) Once they are CP 160, they will have PLENTY of gold and can afford one of the many homes and should be able to acquire target dummies quite easily.
Dummies are not too hard to access because of:
1. Being in a guild- some members will have dummies at ESO primary residence.
2. Friends- same as above

See, this kind of thing would be nice. It could see what you're going for and then give you some feedback as to how you performed and what you could adjust.Personally would like to see test dummies do more. Like save rotations for people to train. Then have basic ones in fighter guild house.

Interesting how "provide players with better access to tools they can use to improve themselves" equals 'hand holding'.
