Could someone get banned for taking all the items out of a guild bank they were given permission to?

Sadly, it's not bannable. Also sadly, naming-and-shaming IS bannable or we'd all have another layer of protection against people like that, but then of course some [removed profanity] would use that to attack innocents so we can't. Every day this game reminds me again how lousy humans are.

Griefing and abusing are bannable offenses. If this is a continuous event then it should at least be investigated

Be happy, you play on console. On PC EU, your "friend" and possibly you and all your guild mates would get reported to the GM discord. All your IDs would be blacklisted in all the big trading guilds. You would never find a home again. Your friend is seen as the bottom feeder of Tamriel by many.

What I like about the guild is that it accepts others who have been booted from other guilds for bad behavior. In theory, it should be free from a lot of the guild drama, which is the whole basis for this thread, because in a den of thieves, one would expect this sort of thing. In fact, the OP did, which is why the OP denied the "friend" access to the guild bank.

Do it as group. Player 1 provides a bank cleaner disguise. Player 2 provides a dwemer shock device to incapacitate the guard and Player 3 chats up the harem outside. Meanwhile player 4 runs in his mild mannered janitor disguise past the shocked guard and grabs the loot. If all you get are some rotten shipping manifests then sell them to the first redguard you see and get the heck out of Dodge, some quiet island only an Orc would live on will do.

Yust because he could, doesn't mean he should.

In the guilds I belong to we use shissu's guild tools addon to permablock accounts from joining the guild. There is also a Facebook group where GMs share the user account names of Guild Thieves. Guild members also spam zone chat with guild thief warnings when they see someone on our ban list asking for a guild.

GM accidentally opened it up to lower ranks when editing permissions, got cleaned out same hour

Your friend is a dirtbag who should be banned. But unfortunately ZOS does not issue bans over in-game scams as they do not violate the ToS.
