It should be account wide. You still gotta grind for gear. Maybe people will play more characters

I can understand those who are againt new level 3 characters with maxed out mages guild, but if all skyshards and lorebooks were given at level 50 then what would be the problem?

you are wrong. i play pc and i dont use any of the addons to find skyshards or books. i have 8 characters and it hasnt been a problem yet.
game designers should not cater to the laziest common denominator. If you cant be bothered playing the game, dont. Other people have lives, and they can manage to find these things, whats your excuse?
i would also rather devs did not spend their time deleting things to do because people are lazy, and instead fix bugs, make new content etc.
I play XB1 and I have also had the game from near launch and have disappeared for months on end for 1 reason or another but I always come back. I just finished getting all Skyshards on my very 1st character, I have 7 others that are mostly on the low end of achievements and Skyshadrs etc.
I can tell you that unfortunately i do not have the will to go around finding those shards again(7 more times) when all i want to do is PvP at the moment, so this idea I would like to see in some form, I really don't want to go around collecting all those shards, lorebooks and killing the same champions in every PUB dungeon and delve cleared to get more achievements (this stuff is really important for writs!!!!)
But yea as mentioned some pages ago, we really don't want to be walking into sub 50 Cyrodiil with lvl 3 players dropping meteor on your face.

Where's the fun in starting a new character, and half of everything you explored the world for and collected with your other toons has now already had the box ticked?
It doesn't matter how many times you appear to have to repeat content with new toons....there are always loads of things that you missed on your previous incarnations. I would hate to be deprived of the reason to sally forth and discover all that stuff you didn't find on those occasions.
One of the worse suggestions I have yet seen and that goes back through beta. Just respec if you want to change your toon. To give accounts infinite fully developed characters sans the exploration and the work defeats the very raison d'etre of an MMORPG.
If I am wrong why the positive feedback from the rest of the forums. Sometimes you need to adapt to change. Change is good if it benfits the next guy. Having the option doesnt force you sto stop grinding for ten hours on your alts.

Again, I've got 14/17 CP characters across two accounts, all of which are at least 4-man worthy, most of which are trial worthy. Main account is >1000CP's, second account is better than half way to cap in 4 months of not-all-that-hardcore playing.
If you chip away at these things, it's not that hard. If you choose to grind it out start to finish, that's when it wears on you the most.
Not everything has to be available on Day 0. IDC if you've already done Day 0 13 other times. It's not. That. Bad.

Sometimes, people just get tired of arguing against ideas that should not be implemented in the game. I rarely show up to these topics, or the auction house topics, but that does not change how I feel about them. This is like the 10 billionth time this has been discussed, and no part of this argument, on either side, ever changes substantially.
If there is an achievement or progression in the game, it should be equal for every player in the game. No "options" and no "bypass". Of course, the financial needs of the studio often trump that last part, but that is the world we live in.
I can see no gameplay advantage, at this stage of ESO development, to having options to share skyshards, achievements, POI discovery, lore books, skill points, levels, attribute points, or other earned character-specific things like that across the entire account.
